DELEGATION OF FORMER BJP MLAs & LEADERS SUBMIT A MEMORANDUM TO THE LG

bjp-deligation A delegation of former BJP MLAs & Leaders met the Lt. Governor of Delhi Shri Najeeb Jung today and submitted a memorandum on the violation of constitutional procedures in introducing various Bills in Delhi Legislative Assembly and efforts to suppress the voice of the opposition.

The delegation of former MLAs included Prof. Jagdish Mukhi, Shri Sahab Singh Chauhan, Dr. Nand Kishore Garg, Sardar R.P. Singh, Shri Pawan Sharma, Sardar M.S. Dheer, Shri Mohan Singh Bisht, Shri Subhash Sachdeva, Shri Manoj Shokeen, Shri Satprakash Rana, Dr. SCL Gupta, Shri Guggan Singh Ranga, Shri Neel Daman Khatri, Shri Jitender Singh Shunty, Shri Praduman Rajput, Shri Rajesh Gehlot, Shri Anil Sharma, Shri Anil Jha, Shri Ranjit Kashyap, Shri Jitender Mahajan, Dr. Mahender Nagpal, Shri Vinod Kumar Binni, Shri Ashok Chauhan, Pradesh General Secretaries Shri Ashish Sood & Smt. Rekha Gupta and Media Incharge Shri Praveen Shankar Kapoor.

In the memorandum attention of the Lt. Governor has been drawn towards the introduction of seven prominent Bills in the Delhi Legislative Assembly including Delhi School Education (Amendment) Bill, Delhi Education (Fee) Bill, Working Journalists and Other Newspaper Employees Bill, Code of Criminal Procedure Bill, Minimum Wages Bill, Delhi Skill University Bill, Delhi Lokpal Bill violating Rule 55 (1)(A) of Conduct of Business Rules of Legislative Assembly under which the prior approval of the Central Government is essential but due to political obstinacy the present Government is not following it.

The former MLAs apprised the Lt. Governor that on the one hand the Delhi Government has made so many important Bill controversial but on the other hand it has forwarded the Bill regarding pay & allowances of the MLAs to the Central Government.  

The former Legislators in their memorandum have regretted that in spite of these discrepancies the Speaker of Delhi Legislative Assembly allowed the introduction of these Bills and disregarded the amendments of the Opposition members and supported the ruling party in suppressing the voice of the Opposition.

The former Legislators said that there was altercation between ruling Party MLA Ms. Alka Lamba and BJP MLA Shri Om Prakash Sharma due to a personal dispute but Shri Sharma was immorally expelled from the House by virtue of the strength of ruling party.

The Leader of the Opposition in Delhi Legislative Assembly Shri Vijender Gupta was stopped again and again from speaking in the House, also expelled and the ruling party MLAs behaved in indecent manner with him at the time of his expulsion from House forcibly and he was also injured in the process. Such incident has never been witnessed in Delhi Legislative Assembly.

Ruling party MLA Shri Pankaj Pushkar had also suffered such insult because he wanted to move some amendments. To stop MLA of the ruling party from moving amendment or stopping him from speaking shows that the present Government cannot face any opposition.

It has been mentioned in the memorandum of former MLAs that Delhi Government is not following the provisions under Article 239 AA of the constitution and it seems that Delhi is going to face a constitutional crisis.

 After submitting the memorandum to the Lt. Governor senior former MLAs Prof. Jagdish Mukhi and Shri Sahab Singh Chauhan told the media persons that we have requested the Lt. Governor that in the larger interest of the people and for respecting the Constitution he should make an assessment of the working of Delhi Legislative Assembly and issue directions to the Delhi Government and the Speaker to follow constitutional procedures. Besides this he should ensure that the Opposition gets opportunity to raise their voice. The Lt. Governor assured the delegation that he will take action according to the relevant laws.
