“Supreme Court Upholds Rajasthan’s Two-Child Policy, Bans Government Jobs for Those with More Than Two Children”

In a significant ruling, the Supreme Court has upheld Rajasthan’s policy requiring candidates for government jobs to adhere to a two-child norm. This decision asserts that the policy is not discriminatory and does not contravene the Constitution.

The Rajasthan Various Service (Amendment) Rules, 2001, prohibit individuals with more than two children from applying for government positions.

The apex court, while endorsing the two-child norm, dismissed the appeal filed by ex-serviceman Ramji Lal Jat. Jat had sought a constable’s position in the Rajasthan Police on May 25, 2018, subsequent to his retirement from the military in 2017.

A bench led by Justice Surya Kant determined that Rule 24(4) of the Rajasthan Police Subordinate Service Rules, 1989, which disqualifies candidates with more than two children born after June 1, 2002, is not discriminatory and aligns with constitutional principles.

The bench, which also included Justices Dipankar Datta and K V Vishwanathan, emphasized that the provision aims to encourage family planning and is thus consistent with constitutional values.

Jat’s candidacy was rejected under Rule 24(4) due to his having more than two children post-June 1, 2002, in accordance with the Rajasthan Various Service (Amendment) Rules, 2001.

Despite Jat’s appeal to the Rajasthan High Court, the court upheld his disqualification, stating that the rule in question pertains to policy matters and does not warrant judicial intervention.

he ex-serviceman, however, argued that while there are rules regarding the two-child eligibility norm, there are separate rules for the absorption of ex-servicemen that do not specify the condition of not having more than two children.

Even if this is true,” the court responded, “such an argument does not strengthen the appellant’s case. It is undisputed that the appellant applied for the position of Constable in the Rajasthan Police, which is governed by the Rajasthan Police Subordinate Service Rules, 1989.

“These 1989 Rules are explicitly listed as Serial No.104 in the Schedule attached to the 2001 Rules. Therefore, we see no reason to overturn the decision made by the High Court,” the apex court stated in its judgment.

Children yearn for the presence of their parents, which is why twin sisters Archita and Archana have penned a heartfelt letter to Prime Minister Narendra Modi, pleading for the transfer of their parents stationed in Jaipur.

Dausa (Rajasthan): Twin sisters residing in Dausa district of Rajasthan, Archita and Archana, have written a poignant letter to Prime Minister Narendra Modi. In their letter addressed to the PM, the sisters have also included a sketch to express their anguish. They assert that both their parents are employed in government jobs, but due to their postings in different cities, they are unable to be together, greatly missing their parents.

Archita and Archana’s father is an Assistant Accounts Officer (AAO) while their mother is a teacher. In order to provide their daughters with a good education, the parents had purchased a flat in Jaipur a few years ago. However, due to the transfer, the family members are now living apart, making it difficult for them to meet. Archita and Archana are currently staying with their aunt in Bandikui and pursuing their studies. Both are seventh-grade students.

Their father works in Chouhatan, while their mother’s job is in Samdadhi, with both locations being 130 kilometers apart. Consequently, it’s challenging for Archita and Archana to reunite with their parents. At such a tender age when children seek the company of their parents, being separated becomes an ordeal. Thus, the sisters have appealed to Prime Minister Narendra Modi for the transfer of their parents to Jaipur, so they can live together and continue their education there.

The letter penned by Archita and Archana reads: “Our names are Archita and Archana, and we are 12 years old. We both study in class 7 at Delhi Public School, Bandikui. We reside with our maternal uncle and aunt. Our father’s name is Devpal Meena, and our mother’s name is Shrimati Hemlata Kumari Meena. Our father works as an Assistant Accounts Officer in the Panchayat Samiti, Chouhatan, and our mother is a teacher at Government Higher Secondary School, Devda Block, Samdadhi (Balotra). We miss our parents very much, and it’s hard for us to study without them. We want our parents to be transferred to Jagatpura, Jaipur, so we can live with them and continue our education there. We have been inspired by your campaigns like ‘Beti Bachao, Beti Padhao’ and ‘Sukanya Samriddhi Yojana,’ and we also want to shine our parents’ name. Please arrange for the transfer of our parents to Jagatpura, Jaipur. We will be very grateful to you.”
Along with the letter, the sisters have also shared a family photo showing how the entire family is living apart from each other. Archita and Archana’s letter is now gaining traction on social media.

“Rajasthan Woman Shot, Axed by Alleged Rapist; Two Accomplices Arrested”

A horrific incident unfolded in Rajasthan’s Kotputli-Behror district as a rape survivor and her brother were brutally attacked by the man who allegedly assaulted her, along with two accomplices. The survivor, riding home with her brother, fell victim to a spine-chilling assault, including gunshots, just 20 meters away from a local police station in Pragpura village.

The assailants, armed with an axe-like weapon, inflicted severe injuries on the woman and her brother before fleeing the scene. The survivor, enduring wounds to her head, legs, hands, and shoulders, is currently hospitalized in Jaipur for treatment.

Authorities swiftly acted, apprehending Mahipal Gurjar and Rahul Gurjar, the alleged accomplices, following the heinous attack. However, a disturbing turn in the narrative emerged when the main accused, Rajendra Yadav, was discovered at Jaipur’s SMS Hospital, critically injured. It remains unclear whether Yadav’s injuries resulted from an accident or a suicide attempt, with reports indicating the loss of one of his legs, possibly from encountering a train.

The ordeal traces back to June 2023 when the 24-year-old survivor lodged a complaint against Yadav, leading to his arrest and subsequent loss of employment. Despite being released on bail, Yadav resorted to threats, pressuring the survivor to retract her allegations. The recent assault, as indicated by the FIR, appears to be a vindictive act in response to her refusal.

While Mahipal and Rahul are in custody, Yadav remains at large, evading authorities. The police have registered an FIR against the accused under sections 307 (attempt to murder), 323 (voluntarily causing hurt), and 506 (criminal intimidation) of the Indian Penal Code, alongside provisions of the Arms Act.

Bharat Lal Meena, known for his YouTube channel “Rajasthan Official,” started his channel two years ago in 2022. Despite his efforts, the channel struggled to grow, having only 1700 subscribers. Frustrated with the slow progress, Bharat began contemplating ways to earn money more easily.

Eventually, he hatched a plan to rob banks, targeting one bank each year. His first robbery took place on February 8, 2022, in a bank in Vidhayakpuri Thana, where he and his accomplices looted ₹15,30,000. They continued their spree, robbing another bank on March 6, 2023, on Ajmer Road, netting ₹10,73,000. Their final attempt, however, ended in chaos at a PN Bank branch in Jhotwara, where Bharat was apprehended after a scuffle with the cashier.


During the robberies, Bharat and his gang displayed meticulous planning, with detailed notes found outlining their strategies. Their operations included changing vehicles and appearances frequently to evade capture. Despite facing resistance, Bharat managed to escape, although he and his accomplice Manoj Meena were later caught.
